Meet Our Officers

We look forward to  high lighting one of our police officers who services the community of Palisades Park each month.

Officer James Chang

Patrolman James Chang graduated from the Bergen County Police Academy on June 17th, 2021. Prior to becoming an officer, Patrolman Chang served as a traffic enforcement officer for the Borough of Palisades Park, managed an event planning company, and worked as a chef in both New York City and Palisades Park.

Patrolman Chang grew up in Palisades Park and attended Notre Dame Academy. He graduated from Syracuse University with a goal to become an advocate for abused children. During his time at Syracuse, he lead three organizations, Boaz, an organization which helps refugee status children learn fundamental computer skills, The Supply, a non-profit that build schools and provides learning materials for children living in Kenya, and BSM, an organization which mentors Korean adopted children in the city of Syracuse.

Outside of work, Patrolman Chang enjoys hiking, reading books, teaching tennis, teaching Sunday school, playing the guitar, and fishing.

Patrolman Chang is deeply honored and humbled to serve and protect visitors and residents of Palisades Park, a community he dearly loves.

Lieutenant James Rotundo Jr

Lt. James Rotundo is a 14 year veteran of the Police Department who began his career in 2007. He has served in positions such as Traffic Safety Officer, Internal Affairs, Head of the Detective Bureau and now his daily duties as Tour Commander of Patrol.

Lt. Rotundo was born and raised in Palisades Park, where he graduated from the Palisades Park Jr. Sr. High School in 2006. He went on to achieve his Associates Degree at Fairleigh Dickinson University. Lt. James Rotundo is married to his wife Caitlin and they are expecting their first child in July.

In His spare time, you could find Lt. Rotundo at many charity events, riding his Harley, playing with his Dalmatian “Sarge”, or relaxing on the golf course.

Lt. Rotundo continues to be a dedicated member of the Palisades Park Police Department and is always happy to help and serve his community.

Officer Michael De bartolo

Police Officer Michael DeBartolo is a 21-year veteran of the Palisades Park Police Department who began his career in Law Enforcement in January of 2001 after serving as a Dispatcher and a Class 1 Special Police Officer. Ptl DeBartolo comes from a long bloodline of police officers in and outside of Palisades Park. Since day 1 of becoming a member of the department, he has been assigned to the Patrol Division.

When Ptl DeBartolo is not handling patrol calls he is serving the department as the Firearms Unit Background Investigation Officer, the POC for the 1033 Program, a department Firearms Instructor, and an Active Shooter Response/Patrol Tactics Instructor. Ptl DeBartolo also serves as a member of Executive Board for PBA Local #45 since 2003 and is the current State PBA Delegate for the local, which also includes the towns of Fairview, Edgewater, and Englewood Cliffs.

Officer DeBartolo is a homegrown member of the Police Department and graduated from the Palisades Park High School in 1997. Being involved in Palisades Park has always been a part of his life. Prior to entering law enforcement Ptl DeBartolo served as a member of the Palisades Park Fire Department and Palisades Park Ambulance Corps for about 20 years. During his time volunteering, he rose through the ranks of both agencies and held the position of Captain.

At home, Ptl DeBartolo enjoys being away from the police department by spending time with his beautiful wife Josephine, their two amazing children, the rest of his family and entertaining their friends. He also enjoys giving back to the community he lives in by coaching youth sports and his children.

Police Officer DeBartolo is always there to help those in need and remains committed to ‘Protecting and Serving” the great town of Palisades Park.

Detective Frank DeCicco

Detective Frank DeCicco is a twenty year veteran of law enforcement who began his career in June of 2003. Prior to that he served as a Special Police Officer  from 1999-2003 for both Cliffside Park and Palisades Park. For the past 7 years Detective DeCicco serves as a member of the detective bureau where he has conducted a large number of investigations which has led to numerous arrests and convictions. Along with being assigned to the detective bureau, he serves as a Juvenile Officer, A.B.C. Officer and is a member of the SAFEKIDS program. Detective DeCicco is also the department’s evidence custodian where he has had a large roll in redesigning the department’s evidence room and procedures. He is currently the President of PBA Local 45, and has served as a member of the Executive Board since 2005.

Detective DeCicco was born and raised in Palisades Park, where he graduated from the Palisades Park Jr/Sr High School in 1996. He was honored as a first team All County pitcher and is scheduled to be inducted to the PPHS Hall of Fame on June 7th. Detective DeCicco married his wife Janine in 2007 and the two have three beautiful children. Outside of work Detective DeCicco stays busy with coaching all three of his children’s sporting teams.

Detective DeCicco continues to be a dedicated member of the Palisades Park Police Department and is always happy to serve his community.
